Ferranti wint aanbesteding bij Fluvius om een informaticasysteem te introduceren voor de leveranciersrollen binnen Energieleveringen

NL: In 2023 publiceerde Fluvius een aanbesteding om hun applicatielandschap in kader van leveranciersrollen te vernieuwen. Dit landschap omvat processen van sociale leverancier, noodleverancier, uitzonderingsleverancier en warmteleverancier.
Elektriciteit en verwarming zijn basisbehoeften voor elk gezin. Als een commerciële energieleverancier het leveringscontract stopzet en de natuurlijke persoon geen nieuwe commerciële leverancier vindt, dan zal Fluvius de rol opnemen van sociale leverancier.
Uitzonderingsleverancier komt neer op zeer specifieke marktomstandigheden waarbij de distributienetbeheerder tijdelijk als toegangshouder in het toegangsregister komt te staan in afwachting van afsluiting of van regularisatie van de situatie. De uitzonderingsleverancier is verantwoordelijk voor het coördineren van de activiteiten rond algemene openbare dienstverplichtingen. Hier kan het zowel gaan om huishoudelijke als niet-huishoudelijke klanten.
Deze klantengroep is intrinsiek onvoorspelbaar naarmate Fluvius hier optreedt in onvoorziene noodgevallen, de tussenkomst is altijd tijdelijk. Een van de voornaamste use cases is wanneer personen zonder energieleverancier vallen door bijvoorbeeld faillissement.
Dit is een klantensegment in ontwikkeling binnen Energieleveringen gericht op het leveren van warmte. De warmteklanten kunnen heel divers zijn: bedrijven, tertiaire sector, woningen, publieke gebouwen, …
In deze aanbesteding werden 4 specifieke doelstellingen vooruitgeschoven:
Hiervoor zocht Fluvius een betrouwbare, lange termijn partner die hen kan bijstaan bij de transitie en implementatie van de applicatie.
Na een uitgebreid aankooptraject besloot Fluvius om te gunnen aan Ferranti voor de implementatie van MECOMS 365, het platform dat hun operationele processen naar een hoger niveau zal tillen. MECOMS 365 zal een cruciale rol spelen in verschillende deelprocessen, waaronder:
MECOMS 365 scoorde heel goed voor de invullingen van de Fluvius’ behoeften (functioneel) en ook naar integratie van de MECOMS 365 binnen het Fluvius landschap voldeed dit aan alle behoeften. Een ruime set functionaliteiten kan door middel van configuratie in gebruik worden genomen. Met MECOMS 365 heeft Ferranti een bewezen oplossing die actief is voor verschillende nutsvoorzieningen waaronder elektriciteit, gas, water en warmtenetten. Door de continue doorontwikkeling van het MECOMS 365 systeem blijven onze klanten toegang krijgen tot de nieuwste functionaliteit.
Fluvius System Operator (operationeel bekend onder de werknaam ‘Fluvius’) is het Vlaamse multi-utility netbedrijf dat verantwoordelijk is voor de aanleg, het beheer en het onderhoud van distributienetten voor elektriciteit, aardgas, riolering en warmte. Daarnaast beheert Fluvius ook een zeer groot gedeelte van het gemeentelijk openbare verlichtingspark in Vlaanderen. Het databeheer om die activiteiten te ondersteunen, behoort ook tot het takenpakket van Fluvius.
Fluvius is actief in alle 300 Vlaamse steden en gemeente. Als operator van het distributienet vormt Fluvius een onmisbare schakel tussen de energieproducenten, energieverbruikers en transmissienetbeheerders.

EN: In 2023, Fluvius issued a tender to renew their application landscape concerning supplier roles. This landscape includes processes for social suppliers, emergency suppliers, exception suppliers, and heat suppliers.
Electricity and heating are basic needs for every household. If a commercial energy supplier terminates the delivery contract and the individual does not find a new commercial supplier, Fluvius will take on the role of social supplier.
Contingency supplier refers to very specific market conditions where the distribution network operator temporarily becomes the access holder in the access register while awaiting disconnection or regularization of the situation. The contingency supplier is responsible for coordinating activities related to general public service obligations. This can involve both residential and non-residential customers.
This customer group is inherently unpredictable as Fluvius acts in unforeseen emergencies; the intervention is always temporary. One of the main use cases is when individuals lose their energy supplier due to circumstances like bankruptcy.
This is a developing customer segment within Energy Deliveries focused on providing heat. The heat customers can be very diverse: companies, the tertiary sector, homes, public buildings, etc.

After an extensive procurement process, Fluvius decided to award the contract to Ferranti for the implementation of MECOMS 365, the platform that will elevate their operational processes. MECOMS 365 will play a crucial role in various subprocesses, including:
